That doesn’t mean it lacks value. There’s real utility in making claims easier to move and verify. Over time, that could reduce some of the friction that slows everything down. It could create a shared layer that different parts of the system can at least recognize, even if they don’t fully align on how to use it.

But that value is conditional. It depends on how the system behaves when it’s under strain, when the clean narrative no longer holds, when the people using it have to deal with situations that don’t fit neatly into predefined structures.

That’s the part I’m watching.

Not whether the idea is sound, or whether the design is elegant, but whether it holds together when the environment around it becomes messy. If it can carry that weight if it can stay useful without pretending to remove the ambiguity that governments actually operate within then it might become something quietly important. If it can’t, it will still bring a kind of order to the surface, but that order will be thinner than it appears, more about presentation than resolution.
