Why is it not illegal to make firecrackers, not illegal to sell firecrackers, but illegal for people to set off firecrackers?

Making electric vehicles is compliant, selling them is also compliant, but riding them on the road is not compliant.

There are no issues with coal mining, there are no issues with selling coal, but burning coal is problematic.

We seem to be trapped in a logical paradox where some things are tacitly accepted while their use is prohibited.

What we really need to ask is: are these demands outdated, or are we unable to live without these industries while also being unable to accommodate these lifestyles?
