EIP-8141 grants these accounts a native state on the chain, while FOCIL randomly selects 17 actors per slot to include transactions, ensuring the inclusion of 1-2 slots even under adverse conditions. Each FOCIL has 8 kB, can expand, and unlike MCP, does not control the "last look" of MEV, which remains through ePBS, significantly reducing the centralization of the proposer. link
